Obituary

Loy Lee Carter, age 86, passed away on Tuesday, January 31, 2023, in Rogers, Arkansas. He was born on April 1, 1936, in Marble, Arkansas to the late Vernon George Carter and Sybil Holt. Loy was privileged to live a life full of travel and adventure. In 1953 he graduated from Kingston, Arkansas before setting off on his lifetime of adventures. During his service in the United States Navy, Loy traveled the Far East before he was recruited into the CIA.  He traveled all over the world, with his first overseas assignment being to the island of Cyprus.  From there he was assigned to Africa, Argentina, Australia, the Dominican Republic, Greece and Germany. From each location, he was sent on temporary duty assignments to many other counties as required. He dedicated his career to serving this country that he so dearly loved.  Loy retired after 25 years with the CIA at the urging of his wife, Dorthie who had sacrificed much to be by his side throughout his travels.  He was dedicated to his career, but his family was his life.

Anyone who knew Loy personally, knew him as a kind, generous, and patient man. He was a dedicated husband, father and grandfather who relished time spent with his children, grandchildren and great grandchildren. Just as Loy dedicated his career to the service of our country, he also dedicated his life to his family.  In 1957, he married Dorthie Rae Poplin. They raised three boys while traveling around the world. Not only was he a dedicated grandpa to his own grandchildren, he was also a grandpa to approximately 30 foster children living with his son & daughter-in-law over the years.  You could say he was everyone's grandpa.

During Loy's retirement, he spent numerous years as a CASA volunteer advocating for foster children.  In 2002, Governor Mike Huckabee awarded Loy the Governor's Volunteer Excellence award for his outstanding volunteer service as a Court Appointed Special Advocate for foster children.  He stayed active in his retirement, doing the things he loved and making memories with his family.  That is the Loy Carter we will all remember and love.

Memorial Service will be 2:00 p.m. Saturday, February 11, 2023, at Heritage Funeral Home with Alvin Reynolds officiating the service.
